Медиа-конструируемая мораль: сравнение Казахстана и Франции в дебатах о репатриации

Аннотация

Территориальное поражение ИГИЛ поставило государства под давление, требовавшее репатриации граждан из зон конфликта, однако национальные подходы оказались весьма неоднородными. В исследовании изучается, какие фреймы формировались в современных СМИ Казахстана и Франции по вопросу репатриации граждан, связанных с ИГИЛ, в 2019–2025 годах и как эти фреймы отразились в общественном дискурсе. Опираясь на теории стратегической культуры и медиафрейминга, авторы применяют сравнительный качественный дизайн, сочетающий фрейм-анализ 100 медиа текстов (по 50 на каждую страну) и тематический анализ 1000 комментариев на YouTube (по 500 на каждую страну). Результаты указывают на различающиеся модели медиафрейминга: в Казахстане наиболее распространённым был фрейм сострадания, тогда как во французской выборке медиа текстов доминировал фрейм безопасности. В Казахстане фрейм безопасности сочетался с гуманитарными и реабилитационными соображениями, в основе которых лежали представления об ответственности государства и идея национальной реинтеграции. Во Франции преобладали вопросы привлечения к ответственности, гражданства и справедливости, что придавало дискуссии более морализаторский характер; она развивалась наряду с фреймом безопасности. Различия в реакции общества проявились и в комментариях: в казахстанских комментариях обсуждаемые вопросы распределялись по нескольким темам, но в целом преобладало одобрение государственной политики, тогда как французские комментарии отличались требованиями санкций и личной ответственности. Статья вводит теорию фрейминга в литературу по стратегической культуре, показывая, что в условиях пересекающихся транснациональных угроз могут существовать расходящиеся национальные нарративы об ответственности, легитимности и принадлежности, которые формируют общественное восприятие борьбы с терроризмом и реинтеграции.
