Заманауи халықаралық қатынастар – бұл жекелеген мемлекеттермен қатар әртүрлі үкіметтік, үкіметтік емес және басқа да субъектілердің өзара әрекеттесетін күрделі көпдеңгейлі жүйе. Жоғары заң шығарушы органдар жаңа әлемдік тәртіпке белсенді қатыса отырып, халықаралық қатынастардың дербес акторына айналуда. Әлемнің барлық аймақтарында парламентаралық бірлестіктер қызмет атқарып, олардың шеңберінде халық қалаулылары өз елдерінің ұлттық мүдделерін қорғайды. Дипломатияның парламенттік деген жаңа түрі пайда болды. Алайда бұл тақырыпты ғалымдар әлі күнге дейін жан-жақты зерттеген жоқ.Мақала парламенттік дипломатияны Қазақстанның сыртқы саясатының құралы ретінде қарауға арналған. XV–XVI ғасырларда Қазақ хандығы құрылған кезден бастап оның эволюциясы қарастырылады. Зерттеу Қазақстан Республикасының парламенттік дипломатиясының мемлекет тәуелсіздік алғаннан кейін институттандыру кезеңінен өткендігін көрсетеді. Сонымен қатар қазақстандық Парламенттің халықаралық қызметін іске асыру механизмі сипатталады.Жүргізілген сапалы талдау негізінде автор Қазақстан Республикасының парламенттік дипломатиясын одан әрі дамыту бойынша практикалық ұсынымдар береді.
