Parliamentary Diplomacy in Kazakhstan: Evolution, Institutionalization and Implementation Mechanism

Аннотация

Современные международные отношения представляют собой сложную многоуровневую систему, где взаимодействуют как отдельно взятые государства, так и различные правительственные, неправительственные и другие субъекты. Высшие законодательные органы активно вовлекаются в новый мировой порядок, становясь самостоятельным актором международных отношений. Во всех регионах мира действуют межпарламентские объединения, в рамках которых народные избранники отстаивают национальные интересы своих стран. Появился новый вид дипломатии – парламентская. Однако существуют пробелы в изучении данной темы исследователями. Статья посвящена рассмотрению парламентской дипломатии как инструмента внешней политики Казахстана. Рассматривается ее эволюция с момента образования казахского ханства в XV–XVI веках. Исследование демонстрирует, что парламентская дипломатия Республики Казахстан прошла этап институционализации после обретения страной независимости. Описывается механизм реализации международной деятельности казахстанского Парламента. На основе проведенного качественного анализа автором даются практические рекомендации для дальнейшего развития парламентской дипломатии Республики Казахстан.
