Transboundary Water Management in Central Asia and the Iberian Peninsula: Path Dependence Approach

Аннотация

В данной статье рассматриваются исторические предпосылки и современное состояние трансграничного управления водными ресурсами в регионе Центральной Азии, который включает в себя республики Казахстан, Кыргызстан, Таджикистан, Туркменистан и Узбекистан, с одной стороны, и Пиренейский полуостров, который состоит из Королевства Испания и Республики Португалия, с другой стороны. Эти расстояния друг от друга регионов изучаются по той причине, что оба они расположены в засушливых ландшафтах, и дальнейшее изменение климата создает серьезные проблемы для безопасности трансграничных вод. Подчеркивая различия и сходства в практике управления водными ресурсами Центральной Азии и Пиренейского полуострова, в данной статье используется подход зависимости от пути, чтобы пролить свет на новые перспективы надлежащего управления водными ресурсами. В результате выявленных возможностей государства Центральной Азии могли бы улучшить свою политику в системе управления водными ресурсами и принять новые меры, основанные на положительном зарубежном опыте.
