Климатическая дипломатия в Центральной Азии: контекст, вызовы и возможности

Центральная Азия – это регион, крайне уязвимый к последствиям изменения климата, которые негативно отражаются на жизни его жителей. С 2018 года Межправительственная группа экспертов по изменению климата выражает обеспокоенность необходимостью укрепления регионального сотрудничества и повышения климатической устойчивости для решения текущих проблем и адаптации к будущим климатическим рискам.
Правительства Казахстана, Кыргызстана, Таджикистана, Туркменистана и Узбекистана разрабатывают национальное законодательство и стратегии, ориентированные на климатические вопросы. Они активно участвуют в региональном и международном сотрудничестве через саммиты, министерские встречи и участие в проектах, финансируемых третьими сторонами. В данной статье проводится контент-анализ этих усилий.
На основе SWOT-анализа результаты исследования показывают текущее состояние региональной климатической дипломатии, предпринимаемые меры и вызовы, связанные с зависимостью региона от ископаемого топлива. Также отмечается недостаток исследований со стороны регионального академического сообщества. Вместе с тем существуют возможности для улучшения ситуации, а также потенциальные негативные последствия в случае несвоевременного принятия необходимых мер.
Способность государств региона превращать свои планы в конкретные действия при консультации с экспертным сообществом имеет решающее значение для создания более благополучного и безопасного будущего. В связи с этим статья подчеркивает необходимость более скоординированного подхода среди республик Центральной Азии и дальнейшего развития региональной климатической дипломатии.
