Региональная дипломатия и экономическое сотрудничество: изучение отношений Узбекистана и Талибана в Афганском геополитическом ландшафте после 2021 года

Дипломатическое и экономическое взаимодействие Узбекистана с возглавляемым Талибаном Афганистаном в геополитическом ландшафте после 2021 года подчеркивает стратегическую перекалибровку в региональном подходе Центральной Азии. В этом исследовании рассматривается эволюция отношений Узбекистана и Талибана, уделяя особое внимание экономическому сотрудничеству, проблемам безопасности и дипломатическому взаимодействию, одновременно контекстуализируя более широкие региональные последствия. Узбекистан проводил прагматичную политику экономической взаимозависимости посредством торговых соглашений, инфраструктурных проектов, таких как Трансафганская железная дорога, и энергетического сотрудничества, чтобы обеспечить стабильность и предотвратить угрозы распространения. В этой статье рассматривается, как подход Узбекистана согласуется с региональными проблемами безопасности и различными ответами государств Центральной Азии — Казахстана, Кыргызстана, Таджикистана и Туркменистана — на режим Талибана. В исследовании анализируются геополитические и экономические основы Узбекистана с использованием реализма, прагматизма в международных отношениях, теории регионального комплекса безопасности и теории экономической взаимозависимости. Методологически исследование опирается на качественный анализ, включающий официальные заявления, экономические данные, политические отчеты и экспертные оценки. Результаты показывают, что, хотя экономическое сотрудничество может служить стабилизирующим фактором, риски безопасности, идеологические расхождения и геополитическая неопределенность продолжают формировать региональную динамику. Исследование завершается рекомендациями по политике для содействия сбалансированному, прагматичному и безопасному региональному подходу к Афганистану.
