The Shanghai Cooperation Organization and the Collective Security Treaty Organization: A Comparative Analysis

Аннотация

В данной обзорной статье рассматриваются различия в развитии двух основных региональных организаций безопасности в Центральной Азии: Шанхайской организации сотрудничества (ШОС) и Организации Договора о коллективной безопасности (ОДКБ). Хотя обе организации на начальном этапе своего существования выступали гарантами безопасности центральноазиатских государств после распада Советского Союза, в настоящее время они развиваются по-разному и преследуют разные приоритеты. Путем синтеза литературы по ШОС и ОДКБ, а также предпочтений их основных государств-покровителей с использованием сравнительного метода исследования наиболее схожих систем (MSSD) данный обзор способствует более широкому пониманию того, почему региональные организации развиваются по-разному, функционируя в одном и том же геополитическом пространстве и имея схожую историю возникновения.

В этом обзоре подчеркивается, что ориентация Китая на экономический рост посредством мирного подъема и его стремление к сохранению региональной стабильности способствовали тому, как ШОС развивалась и адаптировалась в многостороннюю дипломатическую арену, выйдя за рамки статуса региональной организации. Напротив, российская стратегия безопасности, направленная на использование ОДКБ для защиты своей сферы влияния и осуществления экономической интеграции в рамках таких структур, как Евразийский экономический союз (ЕАЭС), ограничила развитие ОДКБ. Ограничения организации очевидны в ее неоднозначной реакции на региональные кризисы.
