Gender Equality Policies in the European Union and Kazakhstan: A Comparative Study

Аннотация

Казахстан добился значительного прогресса в институционализации гендерного равенства. Однако, все еще существуют препятствия, включая гендерный разрыв в оплате труда, недостаточную представленность женщин на руководящих должностях и гендерное насилие. Целью данного исследования является сравнение отдельных документов Европейского союза и Казахстана по вопросам политики гендерного равенства для выявления закономерностей, сходств и различий. В исследовании применялся тематический анализ по трём заранее определённым категориям: терминология и определения, квоты и меры поддержки, а также механизмы разрешения конфликтов в сфере труда. Результаты показали, что политика ЕС содержит комплексные определения гендерных аспектов, юридически обязывающую основу для продвижения гендерного равенства и высокий уровень межведомственного сотрудничества. В то же время анализ казахстанских документов выявил значительные пробелы в терминологии, отсутствие гендерных квот для женщин и смешение политики гендерного равенства с вопросами семьи и демографии. На основе результатов исследования были разработаны ключевые рекомендации по совершенствованию политики гендерного равенства в Казахстане, включая введение четких и юридически обязывающих определений, касающихся гендерного равенства, создание отдельного института, ответственного за гендерное равенство, и введение квот для женщин для расширения их представительства на руководящих должностях. Результаты исследования способствуют развитию сравнительных исследований в Центральной Азии и предоставляют практические рекомендации для политических деятелей.
