Аңдатпа

Қоғамдық кеңестер – Орталық Азия мемлекеттерінің мемлекеттік басқару жүйесіне енгізілген консультативтік-кеңесші органдар. Ғалымдар қоғамдық кеңестерді шектеулі тиімділік көрсетеді деп сынға алады және оларды символикалық жұмыс атқарады деп сипаттайды. Бұл зерттеу 2014-2024 жылдар аралығында жұмыс істеген Қырғызстанның қоғамдық кеңестеріне бағытталған және оның жұмысына оңтайлы әсер еткен факторларды зерттейді. Бұл зерттеуде фокус-топ, жартылай құрылымдалған сұхбаттар және басқа да деректерді қамтитын кейс-стади зерттеу дизайны қолданылады.

Бұл мақалада Абельсон және оның әріптестері (2003) әзірлеген төрт критерий қолданылады: өкілдік, процедуралық ережелер, ақпарат және нәтижелер.
