От пилотного проекта к государственным закупкам: институциональные условия масштабирования искусственного интеллекта в государственном секторе Казахстана: сравнение с Азербайджаном и Южной Кореей

Аннотация

Правительства все чаще апробируют искусственный интеллект (ИИ) через пилотные проекты, однако успешное доказательство концепции само по себе не создает заказчика, законного пути к контракту или способности эксплуатировать систему. В статье рассматривается, при каких институциональных условиях пилоты ИИ в государственном секторе переходят к регулярным закупкам, масштабному внедрению и развитию национальных компетенций. Предлагается рамка из пяти условий: владелец проблемы; доступ к государственным данным; маршрут закупки после пилота; оценка и подотчетность; передача национальных компетенций. Рамка применяется к Казахстану, Азербайджану и Южной Корее методом структурированного сфокусированного сравнения на основе официальных документов на 2 августа 2026 года. Исследование типологическое: оценивается институционализация, а не конверсия компаний. Анализ отталкивается от специфической для Казахстана загадки: почему относительно развитое цифровое государство создало сильную инфраструктуру экспериментирования с ИИ, не сформировав столь же институционализированного перехода от пилотов к закупкам? В Казахстане национальная платформа ИИ, правила управления данными и законодательство в сфере ИИ сочетаются с не до конца определенным механизмом перехода от результатов пилотных проектов к закупкам, финансируемым из бюджета согласно изученным материалам. План Азербайджана на 2026–2028 годы связывает песочницы, национальную интеграцию и поддержку местных продуктов в государственных закупках, но операционный механизм еще формируется. Южная Корея предлагает кодифицированный контраст посредством назначения, пилотных закупок и оценки со стороны общественности; корректировки ее программы также признают, что первоначальное участие не гарантирует последующего спроса. Наиболее очевидное различие между выбранными архитектурами касается пути закупок, полезность которого зависит от принадлежности ведомству, надежных доказательств и подотчетной работы. Интерпретируя эти механизмы в свете административного развития Казахстана и политической экономики закупок, статья предлагает программу закупок инновационных решений в области ИИ с гарантиями конкуренции, общественной оценкой и требованиями к передаче возможностей. Эти предложения вытекают из принципов институционального проектирования и требуют юридического анализа и последующей эмпирической проверки.

    Эллиотт Ан — заслуженный профессор Высшей школы политики и стратегии в области ИИ при Институте науки и технологий Кванджу (GIST, Республика Корея) и член экспертного совета ASAN AI Hub в Азербайджане, где он консультирует по вопросам внедрения и закупок технологий искусственного интеллекта в государственном секторе. Он также занимает должность исполнительного директора в Antler IBEX — международной венчурной студии — и консультирует программы поддержки стартапов таких организаций, как JETRO Osaka, Окинавский институт науки и технологий (OIST), администрация провинции Кёнгидо и Министерство малого и среднего бизнеса и стартапов Республики Корея. Его научная деятельность посвящена изучению институциональных условий масштабирования ИИ в госсекторе, государственных закупок инноваций и цифрового управления в Центральной Азии и на Кавказе, а также разработке методов обработки естественного языка (NLP) для тюркских языков. Среди его недавних публикаций — статья о модели пост-углеводородного развития Азербайджана в журнале Baku Dialogues (Университет ADA, лето 2026 г.), публикация в журнале SoftwareX (Elsevier, 2026 г.) о USD-NLP (инструментарии для создания многоязычных конвейеров обработки естественного языка), а также аналитическая записка для Академии ОБСЕ в Бишкеке, посвященная использованию ИИ для работы с государственным языком в сфере госзакупок. До перехода в академическую сферу он занимал должности в области корпоративных финансов и сделок слияния и поглощения (M&A) в компаниях Hyundai Motor, SK Telecom и Nissan Motor.
