Политика суверенной связности: дипломатия Казахстана как средней державы и субъектность Центральной Азии в условиях фрагментирующейся Евразии

В данной статье разрабатывается концепция политики суверенной связности, объясняющая, каким образом Казахстан стремится преобразовать свое географическое положение, многовекторную дипломатию, транспортные коридоры, ресурсный потенциал, институциональную надежность и предоставление региональных общественных благ в самостоятельный переговорный потенциал в условиях фрагментирующегося евразийского порядка. Исследование представляет собой концептуальный обзор, основанный на качественном анализе научных публикаций, рецензируемых международными журналами, государственных документов Республики Казахстан, отчетов международных институтов, а также актуальных данных по торговле, транспортным коридорам и природным ресурсам. В статье утверждается, что многовекторная дипломатия остается необходимой, но уже недостаточной стратегией: она описывает диверсифицированный характер внешних связей Казахстана, тогда как политика суверенной связности раскрывает механизм, посредством которого эти связи преобразуются в эффективно функционирующие маршруты, правила, партнерства и региональные услуги. В исследовании выделяются пять взаимодополняющих основ данной концепции: суверенитет, баланс, связность, институциональная устойчивость и предоставление региональных общественных благ. Применение данной концептуальной рамки к анализу Среднего коридора, дипломатии в сфере урана и критически важных минералов, диверсификации энергетики и регионального консультативного взаимодействия показывает, что субъектность Казахстана усиливается лишь в том случае, когда преимущества связности подкрепляются надежностью логистики, внутренней модернизацией, прозрачным государственным управлением и уважением суверенитета соседних государств. Научный вклад исследования носит как концептуальный, так и эмпирический характер: оно разграничивает агентность, основанную на связности, с такими понятиями, как хеджирование, геоэкономика и традиционная многовекторная политика, одновременно соотнося каждый из пяти элементов концепции с измеримыми публичными показателями. В заключение делается вывод, что Казахстан приобрел условные функции государства-платформы, однако их дальнейшее развитие остается уязвимым перед узкими местами транспортных коридоров, зависимостью от сырьевой специализации, разрывами между политическими решениями и их реализацией, а также геополитической асимметрией.
