Исполнительная власть и политическая коррупция в тюркских государствах Центральной Азии: сравнительный анализ

Аннотация

Данное исследование анализирует взаимосвязь между политической коррупцией и неконтролируемой исполнительной властью в тюркских государствах Центральной Азии — Казахстане, Кыргызстане, Узбекистане и Туркменистане. Используя данные проекта Varieties of Democracy (V-Dem) за период 1991–2021 годов и сочетая исторический анализ с моделью линейной регрессии, автор показывает, что 40,7% вариации уровня политической коррупции объясняется концентрацией власти, определяемой ограничениями со стороны судебной и законодательной ветвей, а также цензурой средств массовой информации. Результаты свидетельствуют о том, что основными причинами системной коррупции являются ослабление законодательных сдержек и подавление свободы СМИ ($R=-.638$), тогда как экономическое развитие (ВВП на душу населения) не является статистически значимым фактором ($p=.112$). Анализ демонстрирует, что абсолютная власть в регионе не просто создает возможности для незаконного обогащения, но и активно требует формирования коррупционных патронажных сетей для поддержания стабильности режима. Исследование приходит к выводу, что антикоррупционные инициативы в регионе будут неэффективны без восстановления действенной системы сдержек и противовесов, особенно в сферах независимости СМИ и судебного контроля.
